"We're nowhere close to
where we should be," Mrs.
Rappaport said. "Only 693
Jews got out of the Soviet
Union this month. And from
Oct. 1, 1990 to April 30,
1991, 11,085 got out."
The U.S. government now
allows 40,000 Soviet Jewish
immigrants to claim refugee
status each year. "There's
every indication that the
Soviets are reverting back to
their old ways," Mrs. Rap-
paport said. "There's not
enough staff to man the
Soviet offices and there's too
much red tape."
The process had changed
for the better in 1989, she
said, when those applying
for U.S. exit visas applied
directly to the Moscow Pro-
cess Center at the U.S. Em-
bassy.
Mr. Mordukhovich said
his father is waiting in Len-
ingrad for his U.S. exit visa.
"I worry about him over
there, but I also worry about
how he'll like it over here,"
Mr. Mordukhovich said. "It
takes a long time until you
figure out what to do with
freedom and choice."
There's no graduate pro-
gram in acculturation, said
Misha Galperin, assistant
executive vice president of
NYANA, the New York
Association for New Ameri-
cans.
"It's taken about 19 years
to learn from our past
mistakes and successes,"
Mr. Galperin said. "I think
it took Moses 40 years to ac-
culturate the children of
Israel from their life in
Egypt. By my calculations,
we should be almost
there." ❑
