Dispute Resolution (ADR)
Section of the Bar of
Michigan.

Jerusalem (JTA) — Efforts
by the Orthodox Agudat
Yisrael party to enforce
Sabbath observance at Ben-
Gurion Airport triggered
fierce verbal exchanges in
the Knesset last week.
Agudah leader Menachem
Porush, the deputy minister
of labor, who has spearhead-
ed a campaign_ to severely
restrict or shut down activi-
ty at the airport on Shabbat,
in the end had to apologize
for likening the comments of
one of his opponents to ex-
pressions from the Nazi era.
"I am not comparing any
Jew to the Nazis, God for-
bid," he said.
But Mr. Porush claims the
2,200 Jews presently licens-
ed to work at the airport
Saturdays could be dras-
tically reduced in numbers.
He said he has established
an ministerial committee of

senior civil servants to study
the possibility. -
The deputy minister also
pledged to eliminate the
built-in overtime pay for
Sabbath workers. Histadrut,
the national labor federa-
tion, vowed to fight him by
legislation or job actions if
necessary.
Many Knesset members,
including Transport Min-
ister Moshe Katsav and
other members of the gover-
ning coalition, believe the
Agudah's ultimate objective
is to shut down the airport
entirely on the Sabbath.
Mordechai Virshubski of
the opposition Citizens
Rights Movement accused
Mr. Porush and the religious
parties in general of trying
to force the entire population
to conform to Orthodox prac-
tices.

Israeli Cabinet Kills
Housing Loan Measure

Jerusalem (JTA) — Israel's
Cabinet has acted to kill a
liberal housing loan bill that
the Knesset passed last
week, which the government
says it cannot afford.
A communique issued
after the weekly session said
the Cabinet had decided to
"freeze" the measure,
"effective immediately until
the annulment of the law or
the end of the fiscal year,
whichever comes first."
The communique said the
Cabinet acted "after realiz-
ing that implementation of
the law entailed amounts
that exceed what was

allotted to the matter in the
annual budget law."
The new measure au-
thorizes government-
subsidized mortgages of up
to $67,000 at 4 percent in-
terest, with only 80 percent
linked to the consumer price
index.
The Treasury said the
measure would cost the
government some $2 billion
that is not in the budget.
It was introduced May 7 as
a private members bill by
Knesset member Ya'acov
Shamai of Likud and was
adopted by a comfortable
margin.
