"Israel doesn't have
money like the United
States, so Israelis have to be
especially innovative," he
says. By working for U.S.-
based companies, the
Israelis would not only be
provided with work, they

States much-needed techno-
logical knowledge, Mr.
Neuvirth says.
Mr. Neuvirth, who already
has the names of Israeli
engineers and technicians
ready to work for U.S. firms,
says that with the proper
funding CUBIT could pro-
vide work for thousands.

lem Association for Neigh-
borhood Self-Management,
an organization funded by
the municipality that helps
residents take control of
their own neighborhoods.
Among the employees of the
Association, which works
with both Arabs and Jews, is
Detroit's former shaliach,
Yefet Ozery.
Mr. Ozery is a counselor
for Beit Safafa, where the ci-
ty council is all Arabs. He
believes that by giving com-
munities like Beit Safafa in-
dependence, "we diffuse the
(Israeli-Palestinian) conflict
and at the same time keep
Jerusalem a united city" It
also means better services
for city residents, who direct
the course of their own
future.
Palestinian and Israeli
representatives come in fre-
quent contact as members of
their respective city coun-
cils, Mr. Ozery says. "I'm not
saying they always succeed,
but in principle it does
work."
Relations have been
strained by the Gulf war,
though, he says. "Many
Israelis, even those once
