The appeal by the parents of Yehuda Katz was filed on the basis of reports, mainly from Teheran, that a deal to exchange hostages for prisoners is pending. Nili Arad, who appeared before the High Court on behalf of the state pros- ecutor, assured the justices that the issue of missing soldiers has always topped the national agenda.
