With all the schools,
hospitals, roads, and a thou-
sand other things that Syria's
impoverished masses need,
its government cannot
possibly be interested in mak-
ing peace with Israel if it is
wasting such huge sums on
military equipment.
By its very nature, the Scud
missile can only be used for
offensive purposes. It has no
tactical use against troops in
the field, or anything other
than as a terrorist weapon
against large cities.
Since Syria's main enemy,
Saddam Hussein, has been
for all practical purposes
eliminated as a potential
threat, the conclusion is in-
escapable that the Scuds were
pm-chased for use against
Israel.
How can Secretary Baker
hope to make peace with such
a government, if, while he is
talking peace, they are
preparing for an offensive
war?
With all the clout that we
obtained in the Middle East
with Operation Desert
Shield/ Storm, one would
think that it would be used to
prevent such arms purchases.
Rather than take advan-
tage of the influence and
prestige we obtained as a
result of the military opera-
tion, it would appear that the
Bush administration is frit-
tering it away with useless
schemes. It should be obvious
that, after over 40 years, the
Arabs do not wish to make
peace with Israel, and will on-
ly do so if it is in their own
self-interest.
Isn't our influence over the
countries we saved — Kuwait,
Saudi Arabia, Oman, and the
other Arab countries of the
Persian Gulf — sufficient at
this moment, to persuade
them to make it impossible
for any countries receiving
their largess to use such gifts
for the purchase of weapons?
As we have already seen,
when the showdown came,the
vast amounts of weapons pur-
chased by Kuwait, Saudi
Arabia and the others was a
complete waste, as we had to
send in our own forces to save
them.
If the money wasted on
weapons had been used for
peaceful purposes, dams could
have been built to fully utilize
the limited water resources of
the region and vast areas of
land now lying fallow could
have been brought into pro-
duction for the food that is so
badly needed there.
Housing, schools, hospitals
and all the other things the
area needs could have been
provided, eliminating the
underlying causes for unrest
and war.

European Rabbis
Defend Kosher Killing
Jerusalem (JTA) — The
Conference of European
Rabbis has won an impor-
tant round with the Council
of Europe in its struggle to
preserve the right to slaugh-
ter animals according to the
laws of kashrut, and is now
seeking a similar victory in
the European Community.
Rabbi Avraham Guigui of
Brussels reported on the
struggle against attempts to
ban or restrict ritual slaugh-
ter, or shechita, to close to 60
of his colleagues at the Con-
ference of European Rabbis,
which was held here last
week to discuss issues of
common interest. The
gathering was held under
the auspices of Religious Af-
fairs Minister Avner Shaki.
Rabbi Guigui, who repre-
sents the rabbinical con-
ference on issues of shechita
in contacts with intergovern-
mental bodies, told the
Jewish Telegraphic Agency
that in a recent meeting with
officials of the Council of
Europe, the officials "decided
to drop all proposed measures
to ban or restrict shechita,
after they heard our presen-
tation."
He said that pressure
groups for prevention of
cruelty to animals had cam-
paigned against ritual
slaughter, as practiced by
Jews and Moslems. Their
main claim in regard to Jew-
ish practice is that any
method of slaughter that
does not include stunning
the animal before it is killed
— such as shechita — causes
needless pain and should be
banned.
The Council of Europe,
which includes the 12 Euro-
pean Community states and
others, such as Switzerland
and the Scandinavian coun-
tries, can only recommend
certain policies to its mem-
bers, Rabbi Guigui said.
Shechita was banned
previously in Switzerland
and Sweden.
