Township Commission
Tables Temple Proposal

SUSAN GRANT

Staff Writer

emple Shir Shalom of-
ficials must wait three
weeks to hear whether
the West Bloomfield
Township Planning Com-
mission approves the con-
gregation's plans to build a
new facility.
After more than two hours
of discussion, commissioners
voted 8-1 April 23 to table
the temple's proposal to
build a synagogue on the
southeast corner of Walnut
Lake and Orchard Lake
roads until its May 14
meeting. Commissioners
agreed to the delay because
they could not make a mo-
tion which would cover all
the conditions they want to
place on Shir Shalom's pro-
posed facility.
The commissioners asked
township attorney, Gary
Dovre, to draft a motion
which would include the
numerous conditions, most
of which deal with potential
parking and traffic prob-
lems. Although Shir Shalom
leaders were not pleased

Many residents

site are worried

with the delay, they know
they have no choice but to
wait.
"We had hoped this would
have been a quicker pro-
cess," said David Levine,
Shir Shalom president. "Our
attorney will meet with
West Bloomfield officials
and will continue to carry on
the development."
Among the conditions are
two annual reviews by
township officials to discuss
any traffic problems assoc-
iated with the temple. The
temple already has an
agreement with the West
Bloomfield School District to
provide parking at West
Bloomfield High School and
Doherty Elementary School
and a shuttle bus for mem-
bers during High Holy Day
services as well as guards to
direct synagogue traffic.
Temple officials also plan on

paying for passing lanes and
"No Parking" signs on a
segment of Walnut Lake
Road. If a problem arises,
the temple must consider in-
stalling an expensive
underground drainage
system to add more on-site
parking to the 183-space lot.
Other conditions include ad-
ditional landscaping and a
promise to pay for damages
to a neighbor's fence during
construction of passing
lanes.
Commissioners also cau-
tioned Shir Shalom officials
that because conditions for
approval were being drafted,
temple leaders should not
expect the motion would be
passed at the following
meeting.
Many residents near the
proposed site are worried
that the congregation will
add to the traffic congestion
in the area and are opposed
to the building.
Louis Palace, a nearby
resident, said he is worried
about drivers cutting
through the subdivision to
avoid the light at Walnut
Lake and Orchard Lake
roads.
Commissioner Donald
Eby, who voted against tabl-
ing the decision, agreed with
neighbors saying, "I'm con-
cerned with any approval of
a site plan that requires so
many conditions. I'm also
concerned with safety prob-
lems. My questions are not
answered. It has not been
proved to me this is the
proper site for this facility to
be located."
But Norman Hyman, Shir
Shalom's attorney, argued
that traffic should not be a
problem most of the year and
that the temple is doing its
best to prevent accidents and
delays during the High Holy
Days. ❑
