Israelis who disparage the
electoral system for creating
gridlock confuse cause with
effect. When the collective
will of the country is am-
biguous, politicians have
what amounts to a mandate
for inaction. When the
stalemate is broken, as it
was by Anwar Sadat's visit
to Jerusalem, and public
opinion congeals behind a
new policy, the system
enables the government to
act decisively.
It is true that, in the
absence of primaries or the
direct election of the prime
minister, the government
needs to pay little attention
to the day-to-day demands of
the - voters. As Yitzhak
Shamir has demonstrated, a
national leader can behave
with utter disdain toward
the public without suffering
undue damage, providing he
retains control of his party.
This unresponsiveness is
infuriating, but it also has at
least one virtue. We are
presently in the process of
absorbing perhaps a million
Soviet Jews — by the end of
the century they will prob-
ably make up a quarter of
the electorate.
The Soviets may be im-
bued with the values and
ideals of liberal democracy,
but that is far from clear; we
simply don't know enough
about them. Few are
Zionists, many are not Jews,
a great many have no Jew-
ish background and none

have ever lived in a dem-
ocratic society. To turn 25
percent of the political power
in this country over to such
untested new citizens would
be extraordinarily reckless.
Fortunately, under the pre-
sent system, in which polit-
ical parties mediate between
politicians and the public,
this will not happen.
Perhaps the most annoy-
ing aspect of our electoral
system is the leverage it
gives to the ultra-Orthodox
parties. But there is no elec-
toral system known to man
that can't be manipulated by
single-minded, single-issue
constituencies. The best that
can be hoped for is to reduce
the degree of this manipula-
tion; and that will probably
shrink by natural causes, as
the percentage of black hats
in the general population
decreases in the wake of
Soviet immigration.
This is not to say our
system is perfect, or even
very good. Certainly it
would benefit from a number
of reforms, including a five-
percent-of-the threshold for
Knesset lists, a two-term
limit for prime ministers
and a constitutional separa-
tion between synagogue and
state. But, with all its flaws,
it has set up a state, held
together a wildly hetero-
geneous population, steered
the country through the
treacherous waters of the
Middle East and given
citizens at least a measure of
democratic control. It may
not deserve three cheers, but
it does merit one or two. El

Temple Israel Marks
Its 50th Anniversary
Temple Israel will mark its
50th anniversary this
weekend with special ser-
vices and programs.
The temple will host Rabbi
Alexander Schindler, presi-
dent of the Union of Ameri-
can Hebrew Congregations,
at Sabbath services 8 p.m.
today. Founding and charter
members as well as present
and past presidents of the
temple and its affiliates will
be honored. A 6 p.m. dinner
will honor temple confir-
mands and graduates.
On Sunday, a 6 p.m. con-
gregational dinner will be
followed by entertainment
in the sanctuary, featuring
temple members. A video
about the temple will also
be shown.
The temple's golden an-
niversary celebration will
continue June 2 at the con-
gregation's annual family
picnic.
General chairman of the
50th anniversary events is
James Jonas. Bernard
Linden is chairing today's
events; Shirley Fink and
Adrienne Milin are April 28
chairs; Jack Caminker and
Dr. Jim Schelberg chair the
family picnic.
