Kohl Endorses
Peace Effort

Bonn (JTA) — The latest
U.S. efforts for Middle East
peace got a ringing en-
dorsement Monday from
German Chancellor Helmut
Kohl.
Mr. Kohl told reporters
that America's "two-track"
approach, which encourages
parallel talks between Israel
and the Arab states and
Israel and the Palestinians,
seems the right way to pro-
ceed.
Mr. Kohl's remarks were a
sharp departure from the
former German position that
supported unilateral Euro-
pean initiatives in the Mid-
dle East.
They also seemed to repre-
sent an abandonment of
Germany's longstanding ad-
vocacy of an international
peace conference under U.N.
auspices.
The chancellor observed
that any conference would
be a procedural matter
whose main task would be to
facilitate direct talks bet-
ween the parties concerned.
He said Washington has
the best chance to move the
peace process forward. Ask-
ed about the Palestinians'
right to self- determination,
Mr. Kohl said it would be up
to the Palestinians to decide
how to exercise that right.

Green Party
Criticized

Paris (JTA) — The French
minister of the environment,
Brice Lalonde, said last
week that his ministry
would stop cooperating with
the environmentalist Green
Party as long as it refuses to
expel "an anti-Semite from
its ranks."
Mr. Lalonde and members
of the party were outraged
by the remarks of one of the
Green leaders, Jean Briere,
who denounced what he
called the "war-mongering
role of Israel and the Zionist
lobby" in the Persian Gulf
war.
"Zionist lobby" is recog-
nized as a code-word for
Jews.
"When free criticism of the
positions of a Middle East-
ern state (Israel) degenerates
into appalling anti-Semitism,
which could be prosecuted
under (Frendh) laws, the only
possible-attitude is the exclu-
sion of Jean Briere," the
minister said.

Mr. Briere's ouster was
also urged by Yves Cochet, a
Green Party representative
to the European Parliament.
