Geneva (JTA) — An offi-
cial of the International
Committee for the Red Cross
has urged Israel to allow the
Palestinian population in
the administered territories
to return to normal life after
nearly two months of
uninterrupted curfews dur-
ing and since the Persian
Gulf war.
Jean de Courten, the
ICRC's director of opera-
tions, visited Israel and the
territories and urged Israeli
government officials to end
the restrictions on the
movements of Palestinian
residents of the territories.
Mr. De Courten's talks
with members of the Israeli
government centered on the
applicability of the Fourth
Geneva Convention of 1949
to those inhabitants. He held
Israel in violation of the
convention, particularly
with respect to the govern-
ment's settlement policy, the
demolition of homes and the
expulsion of Arab residents
from the territories.
The ICRC official also met
with local representatives of
the Palestinian Red Cres-
cent and of the Palestinian
community as a whole. He
spoke as well to the families
of Israeli soldiers missing in
action and presumed to be
held prisoners.
Mr. De Courten insisted to
the Israelis that measures
must be taken to improve
the condition of detainees
under interrogation, espe-
cially at the Ketziot military
detention center, where
family visits are forbidden.
Cost Of Living
Up In Israel
Tel Aviv (JTA) — The cost
of living in Israel rose by 1.2
percent in March, according
to figures released Monday
by the Central Bureau of
Statistics.
Finance Minister Yitzhak
Moda'i said the rise was
"satisfactory but no
bargain."
Industrial circles said it
indicated a slowdown in the
inflation rate. They said the
economic establishment
should now concentrate on
reducing unemployment and
creating jobs.
The March rise of 1.2 per-
cent was well over
February's 0.6 percent in-
crease and just a shade
below the 1.3 percent hike in
January. The price index
now stands at 180.2 mea-
sured against the 1987
baseline of 100.
