what we are doing. Israel is
increasing its internal exter-
nal debt. World Jewry, in-
dividual Jews and Jewish
organizations must do the
same. You have to divide your
campaigns differently. Less
for local needs and more for
needs of the nation.
"Yes, it will hurt education
and social services, but where
do you think it will impact in
Israel — not in the same
areas?"
Is the rhythm of Jewish
history being heard? The
response to the movement of
a substantial portion of world
Jewry only a generation after
one third of our people was
obliterated cannot be that of
an accountant reviewing an
ordinary balance sheet. The
total number of refugees
resettled in the U.S. in one
year represents less than two
months of Israel's volume.
The spotlight of Jewish
history is on Israel. Our ac-
tions must guarantee our
homeland assistance now.
3. What can we do?
Judaism is a behavioristic
belief. What matters are not
good intentions, but good
deeds, mitzvot. Our major
response thus far, as in the
case of every other crisis fac-
ing Israel, has been dollars.
UJA's Operation Exodus
has been a very successful
fund-raising effort. Plans for
a follow-up campaign to keep
pace with Israel's increasing
resettlement costs are under-
way. That is the good news.
But we are the most af-
fluent Jewish community in
history. Is our philanthropy
appropriate? All of our giving
pales in comparison to the
sacrifices undertaken by the
individual Israeli citizen who
needs to deal with a $54
billion immigration bill.
Operation Exodus will pay for
less than one half of the in-
terest costs that Israel will
incur.
Regardless of our fund-
raising efforts, not one Jew
will be left behind. Is this the
best we can do at this fateful
hour?
In addition to philanthropic
gifts, Israel needs huge
amounts of investment
dollars and American know-
how: entrepreneurs to build
housing, expand industries,
facilities and services as near-
ly 40 percent is added to her
current population. To assure
successful resettlement,
Israel's universities must be
guaranteed the ability to
educate and/or re-train this
highly educated and
technically oriented aliyah. Is
it not time for Jewish people
around the world to act?
