Schumer Plans Radical Arms Sale Curb Bill Arms ,sales to Middle Eastern nations will be on the front burner again when Congress comes back to town next week. And one congressman is readying a proposal that may add a new dimension to the debate. , Rep. Charles Schumer plans to introduce a bill that would prohibit all U.S. arms sales to countries that are technically still in a state of war with Israel — a list that would include the major recipient of American arms in the Arab world, Saudi Arabia. Currently, the second in- stallment of the administra- tion's record-setting sale to the Riyadh, government is on hold until the Saudis com- plete an assessment of their military needs in the post- Desert Storm environment_ But Secretary of Defense Dick Cheney has left little doubt that the administra- tion will actively pursue arms sales to Arab allies, possibly to the tune of $30 billion. CJF Produces Popular Energy Savers' Guide Congress may be sluggish in dealing with the thorny energy issue — but one Jew- ish group has just distributed a booklet on_ energy conservation that has won rave reviews from some prominent legislators. "Energy Conservation: A Federation Priority," published by the Council of Jewish Federations, is a "how to" manual listing a wide range of federal pro- grams that can help non- profit organizations save money and save energy. "There's been a tremen- dous response since we sent it out," said Mark Talisman, director of CJF's Washing- ton Action Office. "Some legislators have contacted us and asked if they could send it out to their constituents. I was surprised that even in the middle of the Persian Gulf crisis, this book ge- nerated such a response." Sen. Barbara Mikulski (D-Md.) and Sen. Howard Metzenbaum (D-Ohio) have asked for permission to distribute the energy guide to constituents.
