they did not want the large
confrontation that had been
standard in past years."
Ten police officers in riot
gear stood by during Satur-
day's demonstration. The on-
ly other spectators were a few
members of the media.
Added Capt. Kistka, "It was
the police's idea not to let
anyone into the area. We
would not allow demonstra-
tors to park in the lot, but
they could have walked into
the field."
David E. Schteingart, chair-
man of the community rela-
tions committee for Ann Ar-
bor's Jewish Community
Association/United Jewish
Appeal, said he would not
have responded to the Nazi
rally if he had been aware of
it.
"My response to groups like
that is to ignore them. What
they are doing is seeking
publicity," he said.
Mr. Schteingart said that if
the group appeared to pose a
threat, was increasing in
numbers, or if they generated
sympathy from a large au-
dience, then he would mar-
shal others to protest their
activities.
"There is no sympathy in
the community for people like
that," he said. "You fulfill
their expectations and their
hopes if you respond and get
in a brawl with them."
Added Mr. Schteingart, "I
guess even Nazis have a right
to assemble and say what
they want. If they yell
whatever they yell in a
baseball field and no one pays
attention, they could do that
to their heart's content."
Michael Appel of the New
Jewish Agenda said his group
may have peacefully pro-
tested the rally if they had
been aware of it.
"We would have discussed
with other groups if a small
group of Nazis from out of
town merits a counter-demon-
stration. Some people think
the best strategy is that if
they are weak and marginal
to ignore them."
Mr. Appel said if local
groups decided to demon-
strate, they would not have
become violent or carried
picket signs.
He added, "There is no
more appropriate place for
the Nazis to have a rally than
the city dump."
On Monday, Appel attended
a seder hosted by the Black-
Jewish Coalition of Washte-
naw County, an event he sees
as an effective counter-de-
monstration to the activities
of neo-Nazi groups.
