Mr. Deutsch was one of 290 photographers entered in the six-state regional competi- tion. Three of the four photographs he entered received "Blue Ribbon" awards. These photographs will be exhibited at the Inter- national Exposition of Photography in Dallas, Thxas, in July. Sharon Plans Housing Units Jerusalem (JTA) — Two opposition Knesset members accused the government of circumventing its commit- ment to Washington not to settle new immigrants in the administered territories. According to Eli Ben- Menahem of the Labor Party and Charlie Biton, an in- dependent aligned with Labor, the Housing Ministry plans to build new housing in the territories for residents of slum neighbor- hoods in Israel proper, whose homes would then become available for new immi- grants. The effect would be to in- crease the Jewish population of the territories, and that could put future peace talks in jeopardy, the Knesset members maintained at a news conference here. The two charged that Housing Minister Ariel Sha- ron plans to build 24,000 housing units in the ter- ritories and designate them as a rehabilitation project for 90,000 residents of econ- omically depressed neigh- borhoods. They showed reporters a set of documents that they described as "the black book of Ariel Sharon." According to the docu- ments, his ministry plans 10,400 housing units in Ofarim; 1,700 in Alei-Zahav; 2,100 in Avnei- Hefetz; 2,100 in Ariel B; 2,800 in Bruchin; and 1,100 in Revava. Mr. Sharon said the fig- ures were "unfortunately" exaggerated and that the government is sticking to its pledge not to direct new im- migrants to the territories. The pledge was given to the United States as a condi- tion for receiving U.S. guar- antees enabling Israel to ob- tain $400 million in com- 'mercial bank loans at favorable rates to build housing for Soviet immi- grants.
