Secretary of State Henry
Kissinger turned his full at-
tention to the Arab-Israeli
conflict. Prime Minister
Gold Meir came to Wash-
ington and Mr. Kissinger-
began his "shuttle diploma-
cy" trips to the Middle East
to talk to both Arab and
Israeli leaders.
As part of an Oct. 22, 1973,
United Nations resolution
which called for an immedi-
ate cease-fire, plans for Arab
and Israeli negotiations
were put in motion. But
those talks fizzled.
As the Palestinian Libera-
tion Organization grew in
strength in the following
years, terrorist attacks
against Israel increased. The
Jewish state decided in 1982
to take the offensive, attack-
ing the PLO's military and
political infrastructure in
Beirut and southern Leb-
anon. President Ronald
Reagan agreed Israel should
not be subjected to violence
from the north and sent in
U.S. marines as part of a
multi-national peacekeeping
force. U.S. envoy Philip
Habib arrived in Lebanon.

Yet, while Secretary of State
George Schultz accepted
Israel as an ally, he made it
clear the Palestinian conflict
had to be resolved.
In September 1982, Mr.
Reagan unveiled a peace in-
itiative to resolve the Arab-
Israeli conflict and the Pa-
lestinian issue. The plan
suggested that self-
government by the Palestin-
ians in the West Bank and
Gaza Strip in association
with Jordan offered the best
chance for a durable peace.
Mr. Reagan urged Israel to
freeze settlements in the ter-
ritories, but assured Israeli
leaders it would maintain its
commitment to Israel not to
recognize or negotiate with
the PLO until the PLO rec-
ognized Israel's right to exist.
Believing the plan went
beyond the Camp David
agreement, the Israeli
government rejected it.
Now, almost 10 years later
and after fighting a suc-
cessful war against Iraq,
American officials are once
again eager to help settle the
Arab-Israeli conflict. But the
question remains, will it
work?
