Labor Woes
Mark Return

Tel Aviv (JTA) — Labor
strife was back in the news,
signaling Israel's swift
return to normalcy after six
weeks under missile attack
from Iraq.
Doctors of Kupat Holim,
Histadrut's health care
agency, announced they
would immediately resume
the work stoppages suspend-
ed during the emergency.
The physicians are angry
because the High Court of
Justice ruled Monday
against their claim for over-
time pay for working second
shifts in operating theaters.
Second shifts are intended
to reduce the backlog of pa-
tients who can wait as long
as a year for elective
surgery.
The court held that since
Kupat Holim receives a
government subsidy, its
employees cannot be paid
higher wages than
employees of government
hospitals.
The nurses' union an-
nounced it would strike
government hospitals
Wednesday because their
expected increase of pay dur-
ing the national emergency
never materialized.
In fact, the Treasury pared
their paychecks to compen-
sate for the reduced overall
economic activity because of
the Gulf war.
Employees of the Israel
Electric Corp., who postpon-
ed strike plans at the onset
of the war, said they would
resume their job actions for
higher wages.
Other sectors of the econ-
omy with labor problems are
expected to do the same.
Meanwhile, Finance Min-
ister Yitzhak Moda'i and
Histadrut Secretary-General
Yisrael Kessar resumed
their seemingly endless
negotiations for a national
economic compact that
would set wage scales and
working conditions for the
coming year.

Shamir Drops
Preconditions

(JTA) — Prime Minister
Yitzhak Shamir was re-

ported to have dropped his
nation's long-standing de-
mand that Arab nations rec-
ognize Israel as a precondi-
tion to peace talks.
Mr. Shamir told The Wall
Street Journal that the
policy shift would allow
opening negotiations on
such non-security issues as
trade and water rights to
serve as steppingstones.
