Levy-Shamir Rift
Apparently Unhealed
Jerusalem (JTA) — Prime
Minister Yitzhak Shamir
and Foreign Minister David
Levy apparently have not
succeeded yet in patching up
their differences, despite the
need for unity in the face of
touchy relations with Wash-
ington.
Mr. Levy declined even to
put a cosmetic gloss over the
matter, although he had the
chance to do so when he
emerged from a meeting
with the prime minister.
According to reports, they
had met specifically to ease
their personal relations. But
when Mr. Levy was ques-
tioned by reporters after-
ward, he replied, "We held a
working meeting —period,"
and refused further com-
ment.
Neither the Prime Min-
ister's Office nor the Foreign
Ministry were more for-
thcoming. Sources at both
described the meeting as
routine, saying "current po-
litical matters were discuss-
ed."
Tension surfaced between
Mr. Levy and Mr. Shamir
when the foreign minister
suddenly postponed a
meeting he had scheduled in
Washington with U.S. Sec-
retary of State James Baker.
Mr. Levy made clear he
was furious over Defense
Minister Moshe Arens' sur-
prise junket to Washington
the day before.
Mr. Arens, considered Mr.
Shamir's closest associate in
the government, had unan-
nounced meetings with Pres-
ident Bush and Mr. Baker,
in addition to conferring
with his American counter-
part, Defense Secretary Dick
Cheney.
Mr. Levy considered Mr.
Arens to be encroaching on
his foreign policy domain,
which Mr. Arens denied.
But the episode and Mr.
Shamir's offhanded effort to
mollify Mr. Levy were seen
by observers as an attempt
to isolate the foreign min-
ister, who may have become
too independent for Mr.
Shamir's taste.
German Jews Protest
Pro-Iraqi Recruiting
Bonn (JTA) — The Jewish
community has sent a for-
mal protest to the interior
minister concerning a
broadcast on state-owned
television in which Zionists
were maligned by neo-Nazis
training to fight on the side
of Saddam Hussein.
Heinz Galinski, chairman
of the German Jewish com-
munity, charged in a letter
sent Jan. 31 to Interior Min-
ister Wolfgang Schaeuble
that the broadcast contained
incitement to racial discrim-
ination and public slander of
the State of Israel.
He urged the minister to
use his influence to ban
groups that recruit and train
young men to fight for the
Iraqi dictator against Ger-
many's allies.
The protest was directed
against a segment of the
program called "Panorama,"
televised Jan. 30 on the state-
owned First Channel.
It showed neo-Nazis in
training and interviewed
young activists who said the
allied attacks on Iraq were
part of a Zionist, imperialist
plot against the Arab people.
Another segment of the
same program exposed what
were said to be the secret
minutes of a meeting at
which representatives of the
Bonn Foreign Ministry, the
counter-espionage services
and other agencies agreed to
give state guarantees to
companies that helped Iraq
improve the range and ac-
curacy of its Scud missiles.
Chancellor Helmut Kohl
vowed in the Bundestag the
following day to close all re-
maining loopholes in the ex-
port regulations through
which arms technology can
be shipped to other coun-
tries.
Japan Cuts
Israel Trade
New York — As an
outgrowth of the Persian
Gulf war, Japanese banks
and companies have sharply
curtailed their transactions
with Israel, according to
Israeli and American Jewish
officials.
The issue was expected to
be taken up this week dur-
ing a visit to Israel by the
Japanese deputy foreign
minister, who also brought
an official condolence mes-
sage for the victims of the
Iraqi Scud missile attacks on
Israel, said Israeli officials.
