I ,400 Jailed
By Israelis,
Ex-Officer Says
Tel Aviv (JTA) — Some
1,400 Palestinians are cur-
rently imprisoned without
formal charges or trial, the
Israel Defense Force's top
legal officer disclosed upon
his retirement last week.
Brig. Gen. Amnon
Strashnov, the outgoing IDF
judge advocate general, told
a television interviewer Feb.
22 that 75,000 residents of
the administered territories
had been arrested since the
intifada began more than
three years ago.
He would not say how
many are presently in
military prisons. But he did
disclose that of the total ar-
rests, 45,000 suspects were
put on trial and 14,000 plac-
ed under administrative
detention, a measure retain-
ed from the British Man-
date's Emergency Regula-
tions.
It permits the military au-
thorities to hold a suspect in
custody for up to six months
at a time without bringing
charges or disclosing what if
any evidence exists against
the prisoner.
The most prominent recent
detainee is Dr. Sari
Nusseibeh, a lecturer at Bir
Zeit University in the West
Bank who was arrested Jan.
29 for allegedly spying for
Iraq.

Paris (JTA) — While the
European Community back-
ed President Bush's decision
to continue the war against
Iraq until Saddam Hussein's
total surrender, some of the
12 member states show signs
of divergence from U.S.
policy in the postwar peace
negotiations.
Those countries, led by
France, want to put the
Israeli-Palestinian dispute
at the top of the Middle East
agenda.
The other Mediterranean
states — Greece, Italy, Spain
and Portugal — have taken
their cue from France. They
will support America now,
diverge later.
Most of these governments
are anxious to mend rela-
tions with the Arab world.
French officials say that
while Germany does not give
the Palestinian issue the
same priority and feels a
special responsibility for
Israel's security, Bonn
agrees nevertheless that the
subject should be addressed
as soon as possible.
