Jews who managed to enter
Switzerland sent back to
where they came from.
In most cases, that meant
death. There was an outcry,
not only among Jews, but in
liberal political circles, and
the order was rescinded.
But Swiss refugee policy
remained restricted. Some
10,000 Jews were not allow-
ed to cross the border, be-
cause, they were told, "the
boat is full."
But 23,000 Jewish refu-
gees were admitted to
Switzerland during the war,
their upkeep guaranteed by
the Jewish community, with
the help of the American
Jewish Joint Distribution
Committee.
Perhaps the biggest scan-
dal was the Swiss govern-
ment's refusal to grant Jews
the status of "political per-
secutees."
Switzerland's Jewish
community, like Switzerland
as a whole, is small and well
organized.
The Schweizerischer Is-
raelitischer Gemeindebund
(Swiss Federation of Jewish
Communities), or SIG, is the
umbrella organization of 22
member communities, rang-
ing from Orthodox to moder-
ately liberal.
"The nature of activities
varies between the commun-
ities," Guggenheim explain-
ed. "The Orthodox are more
traditional. The others are
more modern and 'outgoing'
to the general community,"
he said.
"This makes for a certain
social cohesion, with every-
one free to choose his 'a la
carte' Judaism, be it reli-
gious, cultural or social,
within the fold of the all-
embracing community," he
said.
Some 70 percent of the to-
tal Jewish population be-
longs to a community, al-
though the degree of partic-
ipation varies greatly.
"Quite a few are content to
avail themselves only of the
cemetery," Guggenheim ob-
served.
The only outsiders are the
newly founded, very pro-
gressive organizations, with
whom the Orthodox refuse
to sit, and two ultra-
Orthodox groups, which
shun all the others.
Community membership
is voluntary. But for mem-
bers, taxes are mandatory.
Income tax registers are
open to the inspection of all
citizens. The Jewish com-
munity therefore has access
to the tax returns of all its
members and levies the
community tax accordingly.
There is also fund raising,
devoted mainly to Israel.
