ven as the administra-
tion vents spleen
against the Israelis,
the 102nd Congress is shap-
ing up as an unusually
favorable one for the pro-
Israel community.
One important committee
change may have an impact
when Congress begins look-
ing at the administration's
plans for the post-Kuwait
Middle East.
Rep. Howard Berman (D-
Calif.) has moved into the
driver's seat at the Interna-
tional Relations subcom-
mittee of the House Foreign
Affairs Committee.

limited the flow of Jews,
resulting in the un-
precedented exodus to Israel.
The group is calling for a
one-time emergency pro-
gram to accelerate process-
ing for those already in the

Mr. Naftalin agreed that
most Soviet Jewry groups

—including those that will
have to provide basic ser-
vices for the new arrivals —
will be less than thrilled by
the proposal.
"I don't expect we'll be
loved for this," he said. "But
we feel we have a good track
record of being ahead of the
opinion curve, in terms of
what's happening in the
Soviet Union. And we're
very alarmed by what's hap-
pening there."

Rep. Howard Berman:
In the driver's seat.

Mr. Berman was one of the
early congressional critics of
U.S. ties to the Baghdad
regime; beginning in 1983,
he fought unsuccessfully for
trade sanctions and export
limits that would have cur-
tailed Saddam Hussein's
ability to acquire the
weapons that now are lined
up against American troops.
Mr. Berman replaces Rep.
Mervyn Dymally (D-Calif.),
who has been one of Israel's
strongest critics in the
House. Mr. Dymally moved
over to the subcommittee on
Africa — taking over from
Rep. Howard Wolpe (D-
Mich), another member of
the House Jewish con-
tingent.

Crash Immigration Push
Sought For Soviet Jews

The Union of Councils for
Soviet Jews continues to
swim against the tide in the
Soviet Jewry movement.
This week, the group is
publicly urging an emergen-
cy effort to clear up the
backlog of Jews hoping to
come to this country.
"We're thinking about ge-
nuine evacuation," said
Micah Naftalin, national di-
rector for the group. "In the

National Security Affairs
(JINSA), a group focusing on
military ties between Israel
and the United States and
on the defense needs of this
country, is getting a new
look.
Earlier this year, it was
announced that former Sen.
Rudy Boschwitz, who was
defeated in his bid for re-
election in November, would
be taking over as JINSA's
president.
Now, Tom Neumann —
who resigned recently as ex-
ecutive vice-president of
B'nai B'rith — is getting set
to take over as JINSA's ex-
ecutive director. JINSA's
current exec, Shoshana
Bryen, will leave that post in
June to concentrate on spe-
cial projects for the organ-
ization.
Mr. Neumann, who has a
reputation as an aggressive
fund-raiser, and Mr.

Tom Neumann:
Giving JINSA a new look.

Boschwitz give the group a
new visibility in the crowded
Washington scene. And the
new director has expressed
an interest in expanding
JINSA's role as a kind of
Middle East strategic think
tank.
