Long-Time Refuseniks
Allowed To Leave USSR

New York (JTA) — Two
refuseniks denied emigra-
tion rights for years because
of their alleged knowledge of
state secrets have finally
received permission from the
Foreign Ministry to leave
the Soviet Union, according
to Lynn Singer, executive
director of the Long Island
Committee for Soviet Jewry.
Ms. Singer announced that
she learned the good news
about Anatoly Genis and
Lev Milman by telephone
from Moscow.
In Washington, the Na-
tional Conference on Soviet
Jewry could not immedi-
ately confirm that the men
had received permission to
emigrate.
The organization told the
Jewish Telegraphic Agency,
however, that it had recently
received assurances from top
officials at the Soviet For-
eign Ministry that the two
men's cases would be
resolved quickly.
A delegation from the Na-
tional Conference met with
the head of the ministry's
division of humanitarian af-
fairs, Dr. Yuri Reshetov, in
Moscow on Jan. 22.
Dr. Reshetov told them at
the time that Mr. Genis

would be allowed to
emigrate shortly and that
Mr. Milman would no longer
be prevented from leaving
on the basis of access to
"state secrets."
According to the National
Conference, there are still
about 200 refuseniks in the
Soviet Union, but there were
more than 11,000 two years
ago.

Mr. Genis, 53, holds a doc-
torate in mathematics but
was allowed only to do me-
nial labor after applying for
an exit visa in 1977. If per-
mitted to leave, he would be
joining his wife, Galya, and
his sons Peter, 24, Seva, 20,
and Stephen, 7, who came to
the United States in May
1990.

Mr. Milman, 78, a World
War II veteran who attained
the rank of major in the Red
Army, and his wife, Lia, 69,
have a daughter, Maria, and
a son, Alexander, in the
United States.
Both families suffered se-
rious illnesses and the
ordeals of poverty during
their years of waiting, ac-
cording to Americans who
periodically visited them in
Moscow.

Syrian Raises Blood
Libel Charge At The UN

Geneva (JTA) — The ritual
blood libel against Jews was
raised at last week's session
of the U.N. Human Rights
Commission here, provoking
neither dissent nor comment
from its highest ranking of-
ficials.
The daily La Tribune de
Geneve reported the polemic
under the headline "A Scan-
dal At The Human Rights
Commission, A Purely Anti-
Semitic Declaration."
It was delivered by a
member of the Syrian dele-
gation, Nabila Chaalan, dur-
ing debate over the agenda
item on racism and racial
discrimination.
The blood libel in various
forms dates back to medieval
Europe and has been one of
the most potent incitements
to physical violence against
Jews. It accuses Jews of us-
ing the blood of Christians,
usually young children, to
make their Passover matzos.
The matter was brought
up in the context of racism
by David Littman, repre-
senting the World Union for
Progressive Judaism. He

reminded the commission
that a 200-page book, The
Matzah of Zion, was
published by the Syrian
defense minister, Maj. Gen.
Mustafa Tlas, in 1985.
The book revived the 1840
Damascus blood libel, which
led to the arrest of hundreds
of Jews who were tortured to
confess the murder of a
Catholic missionary.
The Syrian delegate re-
sponded on the following
day, claiming the book prov-
ed Jews engaged in ritual
murder in Damascus 151
years ago.
