In his new book, Dr.
Tanter outlines the flaws in
U.S. policy in Lebanon — its
relations with power-hungry
Syria and its failure to
stabilize the area. The result
was a PLO "state within a
state" in Lebanon, Dr.
Tanter said.
Among the greatest
failures in Lebanon was the
Philip Habib mission, Dr.
Tanter said. Mr. Habib, a
special U.S. Middle East en-
voy, had peace as his only ob-
jective. Abetter policy would
have been to reinforce
Israel's image as a powerful
nation ready to strike at any
time, Dr. Tanter said. This
show of strength was needed
in response to constant
threats from both the PLO
and Syrian leader Hafez
Assad, who had placed mis-
siles throughout Lebanon.
Dr. Tanter called Presi-
dent Bush's current policy of
appeasing Syria "a waste,
inefficient." Mr. Bush
doesn't need to struggle to
keep Syria as part of the co-
alition against Iraqi leader
Saddam Hussein; Mr. Assad
already hates Iraq, he said.
After the Persian Gulf
war, the United States will
probably push for an inter-
national peace conference,
with major players coming
from members of the anti-
Iraq coalition, he said. Any
settlement is likely to in-
clude Israel's withdrawal
from occupied territories.
If Israel does not comply
with demands made at the
conference, it's likely to be
faced with numerous sanc-
tions, he said.

Tel Aviv (JTA) — The year
1990 ended with an annual
inflation rate of 17.6 per-
cent.
A 0.4 percent increase in
the cost-of-living index in
December was announced by
the Central Bureau of
Statistics.
