Council Seeks Walesa's
Aid In Battling Hate

When people think of the
U.S. Holocaust Memorial
Council, they tend to think
of the building now under
construction on Washing-
ton's Mall.
But the Council has a
broader function, one that
was at play recently when
Miles Lerman, chairman of
the group's international re-
lations committee, made a
bold proposal to President
Lech Walesa of Poland.
The dramatic meeting was
an outgrowth of continuing
efforts to coax archival ma-
terials about the Holocaust
from a number of East Euro-
pean governments.
But Mr. Lerman took the
opportunity to propose a
blue-ribbon commission to
investigate anti-Semitism in
Poland —and to serve as the
first line of defense against
its spread.
The Polish president, ac-
cording to Mr. Lerman,
reacted with enthusiasm to
the proposal.
"If this comes to be," Mr.
Lerman said, "I think the

Is Fear Factor In Soviet
Emigration Falloff?

How are Jews coping with
chaotic conditions in both
the Soviet Union and Middle
East?
The explosive combination
of events is causing a wren-
ching dilemma for many
Soviet Jews, according to
Martin Wenick, the former
State Department official
who now heads the National
Conference on Soviet Jewry.
Mr. Wenick just returned
from a trip to the Soviet
Union.
"They're facing a really
serious dilemma," he said.
"They have to balance their
fears; their fear that emigra-
tion could be choked off
sometime in the future, ver-
sus their fear of Iraqi bombs
and gas."
The latter was one factor
in January's emigration
numbers, which are
substantially down from
December.
But Mr. Wenick warned
against reading too much
into those figures.
"In part, December was a
natural break for people to
leave," he said. "Plus the
Israeli government reduced
benefits to new arrivals after
Jan. 1, so many rushed to get
out in December. As a result,

It's never too early to
begin the next presidential
campaign — especially in
the Jewish community,
which is an important stop
for candidates seeking "seed
money."
In recent months, Douglas
Wilder, Virginia's first black
governor, has been meeting
with Jewish party bigwigs,
hoping to line up support for
a 1992 bid.
According to Wilder cam-
paign insiders, the governor
is serious about a White
House race in 1992. Sea-
soned political observers say
that Mr. Wilder really has
his sights set on the vice
presidency — laying the
groundwork for a 1996 cam-
paign.
Mr. Wilder's money men
have been meeting with
Jewish Democrats and with
the leaders of a number of
pro-Israel organizations.
So far, his efforts have ge-
nerated considerable en-
thusiasm in Jewish Dem-
ocratic circles.
