coalition considerations to
overrule the larger national
need.
Unfortunately, no amount
of public criticism seems able
to move him from his inertia.
The latest satire on television
shows Mr. Shamir soundly
asleep, while everything is
coming apart around him.
Given our system of govern-
ment, nothing can force the
prime minister to assume
responsibility and lead, much
less act.
If he wished, there is a
great deal Mr. Shamir could
do. He could have the govern-
ment release more land for
housing. Investment regula-
tions could be liberalized.
Government companies could
be privatized. Red tape and
bureaucracy could be cut to
encourage investment. This is
a subject always talked about
and promised, but rarely
implemented.
Ask any businessman
Zionist or otherwise, who has
tried to invest in Israel, about
the obstacles he encountered.
Most simply give up in
frustration, preferring to buy
Israel Bonds or contribute to
the United Jewish Appeal
rather than waste their time
dealing with feckless Israeli
bureaucrats.
And lastly, incompetent
government ministers, who
do not measure up to the task
before them, could be fired.
This might hurt the coalition,
but it could save the nation.
What can Diaspora Jewry
do? For starters, money rais-
ed for immigrant absorption
should be carefully monitored
so that it goes for the uses it
was intended. Even better,
money should be raised for
specific projects, be it housing
or jobs.
Providing meaningful
employment for the olim is
especially critical. A large
percentage of the newcomers
have academic degrees,
especially in the humanities,
sciences, engineering and
medicine. Yet these are the
very fields where jobs in
Israel are almost non-
existent.
How long will olim trained
in languages, medicine,
physics, biology, chemistry
and music, be content to
sweep streets or work in con-
structiou? Out of frustration,
many will leave the country
for places that can use their
talent.
It is thus crucial for
Diaspora Jewry to help us
create jobs for the Russians.
That is why investing in
specific projects which
generate jobs is so important.
And that is where Diaspora
Jewry can use its economic
clout to force the Israeli

government to .eliminate or at
least circumvent its red tape.
To insure that this is being
done, the American donors or
their representatives must be
involved in implementing the
project. To simply give money
for a project without insuring
that it is being carried out is
a recipe for disaster.
Finally, I pose a question
which is not as far-fetched as
it seems. What if Israel does
not do a better job than it has
in providing housing and
employment for the olim, and
another 400,000 arrive this
coming year. What then?
Put yourself in the im-
migrant's place. Would you
stay in Israel and wait for
some miracle to solve your
problems, or would you seek
greener pastures elsewhere?
Some of the newcomers are
already doing so. If that hap-
pens, what will American
Jews do? What can American
Jews do?
The immigration of Soviet
Jews poses an enormous
challenge for Israel. If we suc-
ceed in meeting it, our future
will be brighter than anyone
could have imagined. If we
fail, it could lead to a human
tragedy of unthinkable pro-
portions. That is why we must
not fail. And with the active
participation of Diaspora
Jewry, we will not fail. 0
