Coping With The Effects
Of Troop Mobilization

The sudden mobilization of
more than 400,000 Ameri-
can troops in Saudi Arabia
has been devastating to
some parts of the country —
a problem that some Jewish
activists here are working to
solve.
The National Emergency
Food and Shelter Program, a
federal program designed to
meet emergency needs
throughout the nation, will
be turning its attention in
the weeks to come to com-
munities that have been
particularly hard-hit by the
military mobilization.
"We've been seeing stories
about military families com-
ing into Salvation Armies
because they are under just
tremendous financial
pressure," said Mark
Talisman, Washington di-
rector of the Council of Jew-
ish Federations and one of

the founders of the emergen-
cy program. "In many cases,
the departure of one parent
for the Gulf means that the
other parent has to stay
home with the children —
and this can have terrible
economic consequences."
CJF is one of the voluntary
groups that helps guide the
emergency program, which
was created in 1983. This
year, some $155 million was
budgeted for the program —
all of which has already been
used.
"So one of our priorities
right now is to get a sup-
plemental appropriation,"
Mr. Talisman said. "This is
exactly the kind of problem
the program was created to
meet. And the Jewish com-
munity can and should play
an important role in this, as
we have from the beginn-
ing."

Jewish Congressmen
Warned Of Terrorism

One consequence of the
Persian Gulf war is the in-
creased threat of terrorism
throughout the world —in-
cluding here in Washington,
where museum-goers and
visitors to various govern-
ment buildings have been
surprised by tight new
security procedures.
For Jewish legislators,
that concern was brought
home last week.
The House sergeant-at-
arms has quietly informed
Jewish legislators that they

Janet Wallach said in an
interview. "But he is the le-
gitimate representative and
the central symbol for 5.5
million people. In order for
the Israelis to live in some
kind of peaceful envi-
ronment, they have to deal
with Arafat and the PLO."
Despite the neutral tone of
the book, Ms. Wallach in-
sisted that she and her hus-
band are supportive of
Israel.
"One reason we wrote this
is that we're very pro-
Israel," she said. "We feel
it's critical that Israel exist,
and that it do so in a safe en-
vironment."

up security procedures. A
number are being more
careful about public ap-
pearances, and staffs are be-
ing instructed to pay more
attention to visitors to
Capitol Hill offices and to in-

Washington Authors Pen
New Book On Arafat

Three months ago, when
Saddam Hussein redrew the
map of the Middle East, the
experts were predicting the
end of the road for Yassir
Arafat.
But once again, the PLO
leader is clawing his way out
of the ruins, a fact that does
not surprise John and Janet
Wallach.

Washington-based. authors
of the controversial new
book Arafat: In The Eyes of
