Israel will be fully justified in rejecting and ignoring a resolution that refers to Israel's capital — Jerusalem — as "occupied Palestinian territory" and calls for an ar- bitrary U.N. intervention in Israel's internal affairs. No self-respecting nation can ac- quiesce in such an affront to its sovereignty and independence. The U.S.-endorsed U.N. resolution expressed "alarm" over Israel's intention to deport four Palestinians "in contravention of its obliga- tions under the Fourth Geneva Convention." Yet, reputable legal scholars, in- cluding the Israeli Supreme Court, dispute the U.S. government's position that the Fourth Geneva Conven- tion is applicable in-the case of deportations carried out in Israel. According to Professor Julius Stone and other jurists (see Cardozo Law Review, Volume 8, February 1987), Article 49 of the Geneva Con- vention — dealing with depor- tations — "was inspired by the hideous Nazi practices of the Second World War involv- ing mass transfer for slave- labor or extermination of millions of persons . . . it is not intended to apply to the type of deportations carried out in Israel?' We are certainly concerned about the need to assure na- tional security. But we are also concerned about the FBI's recent announcement of an apparently open-ended ef- fort to focus on the Arab- American community as a source of information about possible terroristic activities. Such an approach can easily lead to completely unwar- ranted negative perceptions of Arab-Americans by the overall community. We urge the FBI to fulfill its legal responsibility to protect domestic security against ter- rorism. But we also strongly urge that the FBI pursue its necessary efforts with great emphasis on protecting the civil liberties as well as the security of all Americans, whether of Arabic or any other background. While the manner of this FBI investigation has been disturbing, it has been grati- fying that Arabic and Jewish organizations promptly responded. On Jan. 8, the American-Arab Anti Dis- crimination Committee an- nounced its objections. On the same day the Jewish Com- munity Council expressed its concerns. We hope other organiza- tions representing a wide variety of backgrounds will issue similar statements. At these difficult times we need effective efforts to protect America, but that certainly must be done in a manner that is reflective of our con- stitutional tradition of civil liberties. Marcel G. G eo Continued from Page 6 I take strong exception to the draconian anti-Israel resolution adopted by the United Nations Security Council on Dec. 20, and am dismayed by the Bush ad- ministration's support for that resolution. I can only conclude that the government's preoccupation with the Gulf crisis and its craven desire to placate and appease its Arab "partners" in the Desert Shield coalition has blinded it to the grave im- plication of that resolution for U.S.-Israel relations. Although the administra- tion has rebuffed and repudiated Iraq's self-serving propaganda-ploy to link the invasion of Kuwait with Israel's policies in the ad- ministered territories, its sup- port for the U.N. resolution of censure has, in fact, validated Resolution Is Deplorable I deplore the U.S. support for the U.N. Resolution regar- ding Israel. This will en- courage P.L.O. terrorists to continue their acts of violence and will stimulate increasing belligerence by the Arab States against Israel. Our government has set back the peace process and provided Saddam Hussein with a propaganda victory by creating the very linkage which the administration has sought to avoid. By supporting the U.N. resolution, the United States has comprised the strength of its support for Israel, the on- ly democracy in the Middle East, the enduring ally of this country.
