Complaints go directly to the JFA building managers; JFA's record, Mr. Burns says, is immediate response. HUD's Velma Brown says the agency's annual inspec- tions of JFA units "have never written up anything negative. And we've had no resident complaints. Our ex- perience (at other HUD units) is that residents don't hesitate to call if something is wrong." The JFA residents and administrators agree that the agency's biggest source of friction is the food. At Hechtman, food is brought over from the adjacent Fleischman home, operated by the Jewish Home for Aged. In Oak Park, 800 kosher meals a day are prepared by a national contractor at Prentis for the two Prentis buildings, the Teitel building, the Jimmy Prentis Morris JCC, Oak Park's community center and the National Council of Jewish Women's Meals On Wheels program. "We get all kinds of com- plaints about the food," says JFA board president Janet Levine. "It is a central issue — the one time a day when all the residents come together. So it is an emo- tional issue. "When Teitel first opened last year, the food wasn't hot enough. But that has been taken care of. There are always two choices at every meal. And if someone is ill, he can call down in advance and get a meal sent up." Mrs. Levine says private- sector, for-profit senior hous- ing units might have more elegant ways of serving, "but they don't have better quality. Our people spend a long time at the table, and linger a long time after. It is essentially the hub of life at Federation Apartments — meal time." "We are seeing a different resident these days," Mrs. Naimark says. "He is more consumer oriented. The im- migrant generation was just grateful for whatever was provided.
