The "overwhelming"
majority of abortions per-
formed in Israel, and the
United States, he said,
"would not be sanctioned by
Halacha (traditional Jewish
law)."
The Agudath Israel
movement worldwide, he
said, "opposes abortion as a
fundamental right of women
— precisely because of the
Halacha."
In Israel, so-called
"abortion committees"
associated with private,
government or public (par-
tially government-funded)
hospitals pass judgment on
whether a woman may
receive an abortion. Medical
doctors and social workers
sit on the committees.
Under Israeli law, abor-
tions are allowed in cases of
rape and incest and out-of-
wedlock pregnancies. They
are also allowed when the
woman is younger than 18 or
older than 40, there is a risk
that the child will be born
physically or mentally ab-
normal, or when the
mother's health is at risk.
Currently, 27 such abor-
tion committees exist in
Israel. The bill under con-
sideration would cut the
number to 10 by eliminating
them at private hospitals,
which, according to Agudat
Yisrael, have an economic
interest in promoting abor-
tions.
Reducing the number of
committees would reduce
the number of requests for
abortion that could be con-
sidered, thereby cutting
down the number of sanc-
tioned abortions performed.
The statement endorsed by
the American Jewish groups
noted its opposition to any
Knesset "compromise that
has the potential to reduce
the number of cases con-
sidered by these com-
mittees."
Eric Rosenthal, who works
with SHATIL, an Israeli
organization that has helped
mobilize opposition to the
proposed bill, said "no
evidence exists to support
Agudat's claim" that private
hospitals are "profiteering"
from abortions.
He noted that Israeli wo-
men are free to obtain abor-
tions at any hospital they
prefer, regardless of where
they received committee ap-
proval for the procedure.
And because government
and public hospitals are
cheaper, they tend to attract
more women seeking abor-
tions, Mr. Rosenthal said.
