BACKGROUND: Gail Roggin Wilensky
was born and raised in Detroit. Her
father, Albert Roggin, was a pharmacist
at Roggin Drugstore on Woodward and
Bethune in Detroit. Her mother, Sophia,
was active in charitable organizations.
Dr. Wilensky lived on Cherrylawn in
Detroit and attended the public schools.
She was graduated from Mumford High
School in 1960. She attended the
University of Michigan, where she
majored in psychology as an
undergraduate and earned a doctorate
in economics.

secretary of Health and
Human Services and other
top administration officials.
She is a nationally
recognized expert.

Expenditure Survey. In 1983 she
became vice president of Project Hope,
heading the division of health affairs.
She became an expert on health policy
issues, serving on commissions, and was
an informal adviser to government
agencies and congressional committees.
She has published articles on health
economics and health policy.
Last Feb. 5, Dr. Wilensky was sworn
in as administrator of the Health Care
Financing Administration after being
nominated by President Bush and
approved by the U.S. Senate.
As head of the HCFA, she supervises
the spending of $155 billion of federal
funds in the 1991 fiscal year for the 60
million elderly and poor Americans
covered by Medicare and Medicaid.
In the new year she will be working
on the issues of health care for the
elderly, the nonelderly and uninsured
Americans.
