Free Loans Set
For Soviet Jews
Looking for a new and
worthy charity to help in the
resettlement of Soviet Jews
in Israel?
Prof. Eliezer Jaffe of the
social work school at Hebrew
University writes that a new
organization, the Israel Free
Loan Association, has been
established in Jerusalem to
provide interest-free loans
for Jews from the USSR.
"The concept is identical to
that of the Hebrew Free
Loan Associations in most
North American Jewish
communities."
The non-profit organiza-
tion began in August and
raised $30,000 in its first
three months. Prof. Jaffe
hopes the association will
grow to millions of dollars
and be able to administer in-
terest-free loans to small
businesses as well as in-
dividuals.
The new organization
hopes to supplement the
help the government and the
Jewish Agency provide to
the immigrants.
"They deal with the big
issues," Prof. Jaffe noted.
"But where does the immi-
grant turn if his kid's teeth
need fixing? Nobody is
meeting this need."
There are many free loan
societies in Israel, but accor-
ding to Prof. Jaffe, these
either loan only specific
items, small amounts of
money, or are affiliated with
a political party or religious
movement. The new associ-
ation, he said, is indepen-
dent and provides loans of
between $500 and $700 a
month, with applicants de-
termining how much they
can repay each month.
The association has
received the blessings of the
Chief Rabbi of Israel and its
board members include
Yosef Begun, the former
Prisoner of Conscience in the
USSR, and Professors
Ephriam Urbach and David
Hartman.
