Tel Aviv (JTA) Israel's only English-language daily, the Jerusalem Post, has been appearing for the past week in reduced format, without bylined articles, as striking editorial staff members battle what they charge is a management attempt to break their union. Post President and Publisher Yehuda Levy published a front-page mes- sage to readers last week apologizing for the paper's makeshift appearance. He said the staff was striking "over a number of demands, most of which the manage- ment cannot accept." The long-simmering dispute arose from the dismissal two weeks ago of 27 of the Post's more than 70 newsroom employees, osten- sibly for economic reasons. But management offered to re-hire them if they ac- cepted personal contracts. That meant abandoning their union, the Israel Jour- nalists Association, which offers job protection and other benefits in what in Israel is a small profession with relatively few open- ings. Another 30 staff members who joined a sympathy strike were promptly dismissed, as were 33 ad- ministrative and press workers. Last week, the fired strikers obtained a tem- porary restraining order from the Jerusalem Labor Court voiding the dismissals. But further legal action is expected. Ironically, the one consis- tent optimist among all the voices of alarm is the weath- erman. In November, the Israel Meteorological Ser- vice forecast an unusually wet winter, making it the butt of jokes ever since. The experts might turn out to be right. But unless the rain comes soon, it will be a mixed blessing, at best. A soggy spring would be welcomed by hydrologists. But it could be no less disastrous for farmers than the present drought. He immediately dismissed 30 employees as an economy measure. Twenty editors and senior staff writers later went on strike to protest his alleged interference in editorial matters. All were fired. Since the Canadians took over, more than 100 Post employees have been dismissed. Mr. Levy ap- parently intends to pare the payroll to the bone. He has said that a proper newspaper could be produced with 30 to 40 staff members. The owners sent an effi- ciency expert from the United States last month to examine the operation. According to the Jerusalem Report, a new English-language weekly, the Post staff believes the paper's new owners plan to transform it from a quality daily with an international reputation to a clone of the Meridian Star, a newspaper of mediocre reputation published by the Hollinger chain in Meridian, Miss. If that occurs, it will be a setback to the diplomatic community here. Since the Hollinger takeover and appointment of Yehuda Levy in 1989, the Post has shifted from a left- wing editorial policy to sup- port of the right-wing Likud Government.
