Israel Tourism Is Aim
Of Postcard Campaign

Ed Koch, who got conked by
a rock during a walk
through the Old City recent-
ly, may have earned a
headache for his efforts to
show that Jerusalem is a
safe place for tourists, but
one group of American Jew-
ish activists came back re-
cently with a very different
message.
That message was con-
veyed to Congress in hun-
dreds of postcards sent to
Capitol Hill.
"The bottom line is that
we wanted to let people
know that we were in
Jerusalem, that we walked
the streets and that it's as
safe and as vibrant as ever,"
said Jonathan Kessler, de-
velopment and public affairs
director for The National
PAC, the biggest pro-Israel

public affairs committee.
The trip was organized by
a group of young Jewish ac-
tivists who were dissatisfied
with the response of the es-
tablished Jewish leadership
to Israel's current woes —
and especially with the mass
cancellation of various mis-
sions to Israel.
At one point, Mr. Kessler
and several colleagues were
walking through the Old
City of Jerusalem, near St.
Johns Hospice.
"Two Israeli soldiers, in
flak jackets and heavily
armed, came up to us and
asked where we were from,"
Mr. Kessler said. "I said
`Washington.' `You mean
where all the shootings are?'
one of the soldiers asked.
`Aren't you scared?' This put
it all into perspective for
me."

Saudi Arms Sale Plan
Makes Activists Fidgety
Pro-Israel activists here
are old hands at battling
arms sales to Arab nations.
But the current proposal for
a massive $14 billion sale to
the Saudis has some new
twists.
The big ,problem is the
January 15 deadline impos-
ed by the United Nations for
an Iraqi withdrawal from
Kuwait.
"This arms sale represents
a major problem for Israel's
security," said Rep. Chuck
Schumer (D-N.Y.). "It's fuel-
ed not by what's going on in
the Gulf, or by Saudi securi-
ty needs — but by the desire
of the Defense Department
to keep certain assembly
lines open."
Mr.Schumer pointed to the
cancellation of a number of
AWACS by the Japanese
defense ministry. "We don't
need any more AWACS," he
said. "So eight AWACS
made their way into the
Saudi deal."
Pro-Israel activists point
out that most of the weapons
in the expected sale will not
be ready for delivery for at
least five years.
But the administration
has made it clear that they
will link organized opposi-
tion to the sale to the safety
of American service per-
sonnel in the Saudi desert.
And the result is an in-
dustrial-strength headache
for Jewish activists, who
worry about Israel's security
