Cabinet Asked
To Okay Sub

Tel Aviv (JTA) — Die-hard
advocates of new sub-
marines for the Israeli navy
have appealed to the
Cabinet to reverse a decision
canceling two undersea craft
that were to have been built
for Israel in Germany.
Defense Minister Moshe
Arens and a senior Israel
Defense Force panel decided
last week to kill the orders
for two diesel-powered
Dolphin-class submarines
placed with the HDW
shipyards in Kiel some years
ago.
They were ordered in
Germany because the
United States now builds
only nuclear-powered subs.
It was the last chance to
cancel the $570 million
order without paying a
heavy penalty. But Israel
will still forfeit its large
down payment.
The submarines were
canceled for budgetary
reasons. Defense analysts
say the navy torpedoed itself
when it assigned top priority
to missile boats to interdict
seaborne terrorist activities.
Israel now has three aging
British-built Vickers 206
submarines, which must be
phased out.
The navy argues that
unless the modern sub-
marines are acquired, it will
become little more than a
coast guard and Israel a
"virtually undefended
island."
Even if the cancellations
are rescinded, the new sub-
marines would not be
operative for eight years.

Aide Charged
In Phone Tap

Tel Aviv(JTA) — A Shas
Knesset aide has been
charged in a Tel Aviv court
with illegally bugging the
telephone of investigative
reporter Motti Gilat.
Eli Tsuberi, parliamentary
assistant to Knesset member
Arieh Gamliel, is the first
person in any way linked to
the ongoing police probe of
Shas Interior Minister Arye
Deri to be formally accused
of anything.
The long, politically sen-
sitive investigation so far
has not produced sufficient
evidence to charge Mr. Deri,
who is suspected among
other things of misap-
propriating ministry funds.
Local newspapers implied
that the charges against Mr.
Tsuberi are connected to
unknown developments in
the Deri case.
