Soviets in Israel Seek To Market Expertise KIMBERLY LIFTON Staff Writer tacks of papers con- tain scientific know- how brought to Israel directly from the Soviet Union. The proposals number 84. Offered is information to produce a disposable medical syringe, a curative pneumo- mechanical massage device to be used in eye and ear disease treatments, or a multi-frequency radar self- guidance warhead. The information is endless. And much of it is patented in the Soviet Union, ready for application. American in- vestors are welcome. To date, there are none. Yet a group of these Israeli newcomers hopes to change the status of investors. Through a newly established self-help center in Tel Aviv, the Thousands of Families Center is designed to help immigrants find jobs and housing and to help them become successfully integrated into the commun- ity. "We want to help ourselves in Israel," said Nickolai Soloviov, a recent Soviet emigre to Israel who helped found the Thousands of Families Center in Tel Aviv last May. At $50 a family, nearly 3,500 families (8,000 people) have joined the center. The ideas come from engi- neers, teachers, doctors, scientists, artists, actors, musicians, construction workers and skilled laborers — all Soviet emigres who have moved to Israel. The center, founded last May by Mr. Soloviov and a few other Soviet olim, claims to have placed at least 500 immigrants in the Israeli job market. Now its leadership is marketing its brain power. Although details have not been worked out for poten- tial overseas investors, Mr. Soloviov said center mem- bers are flexible, possibly willing to share their trade secrets or opt for joint ven- Offer the perfect seat to any holiday guest. On a U.S. and Canadian tour to promote the center, Mr. Soloviov spoke at the Birmingham Temple last week. He said he hopes the center will ease the tran- sition for more recent ar- rivals and prepare Jews in the Soviet Union awaiting exit visas to Israel. The center has opened branches in 15 cities in Israel, as well as in Moscow, Leningrad, Kiev, Minsk and Kishinev. "We formed the associ- ation so that we do not have to rely on the government," Mr. Soloviov said. "We want to encourage entrepreneur- ship." The Birmingham Temple has formed a support group for the center. The center has created a manual employment data bank, which provides infor- mation on product develop- ment options, and scientific and technological think tanks. It also contains sug- gestions for opening small businesses and tips for laun- ching trade and joint ven- tures with partners in the Soviet Union and Eastern Europe.
