s Glasnost changes
the face of Soviet
society, the United
States has become a giant
classroom for training in the
complexities of democracy.
And one of the hardest
parts of the curriculum in-
volves the lessons of
pluralism.
Recently, several leaders
of Va'ad — the umbrella
organization of Soviet Jew-
ish groups — were in New
York and Washington, stu-
dying the techniques de-
veloped by the Anti-
Defamation League of
B'nai B'rith to protect the
interests of American Jews
in this country's pluralistic
environment.
"We'd like to apply some of
the experiences of ADL to
our own activities," said
Mikhail Tillman, executive
director of the Jewish
Research Center in Moscow.
"Some of ADL's activities
are not applicable, because
of the specific political and
cultural traditions in our
country. But I was especially
interested in their research
department. We'd like to
create a data bank concern-
ing anti-Semitism in our
country. We are getting
much help from ADL."
Mr. Tillman also worked
on the development of a
sophisticated content analy-
sis of various political
movements in the Soviet
Union — and, specifically, of
the anti-Semitic undertones
of these movements.
And, with ADL's help, he
hopes to set up a similar pro-
ject to monitor the official
and the independent media
in the Soviet Union.
Mr. Tillman and his col-
league, Natalia Zubkova —
the official Va'ad liaison to
ADL — met with members of
the "hate crimes coalition,"
the broad-based group that
came together to win
passage of the :late Crimes
Statistics Act during the last
congressional session.
The pair also met with
House and Senate staffers,
who provided an overview of
coalition politics on Capitol
Hill —information Mr.
Tillman hopes can be ap-
plied by Jews and other
minorities in seeking in-
fluence with the Supreme
Soviet.
Mr. Tillman suggested
that while anti-Semitism in
the Soviet Union continues
to grow, it has not affected
the lives of most Jews.
"It should be underlined
that the growth of anti-
Semitism is of a spiritual
nature," he said. "It's very
often true that men who are
impressed by the idea of a
strong Russian state, by the
renaissance of the Russian
culture, are also influenced
by anti-Semitism." 0
