Although optimistic in
some areas, the prime min-
ister said he sees no peace
between Israel and her Arab
neighbors through solutions
imposed by the United
Nations.
"We know the U.N. corn-
position on resolutions and [
we] will not accept them,"
Mr. Shamir said. "We hope
for revised responses in the
U.N. from the United States
on resolutions which con-
demn or plan for Israel. We
would like to cooperate with
the United States in this
crisis. (But), we cannot ac-
cept decisions endangering
our existence, our survival
and our independence."
Mr. Shamir said direct
negotiations are the best
shot for peace — but the
Palestine Liberation Organ-
ization cannot be included.
"I am fully committed to a
peace initiative," Mr.
Shamir said. "The best way

and our Arab neighbors with
us. The PLO, which embrac-

intifada, or Palestinian
uprising, enters its fourth
year, the chances of Palesti-
nians corning forward to
work with Israel are slim.
"After three years of
useless suffering and
violence, thel'e is no reason
for Arab celebration," he
said. "Peace and progress
will begin when the intifada

Israel has "not found the
