"One of the difficulties is that asylees are seen as 'umping the line,' " added Jerome Levinrad, director of the refugee resettlement program for the Council of Jewish Federations. "There are literally tens of thousands of (Soviet Jewish) refugees trying to get into the United States, and they've waited a long time." "This whole situation ap- palls me," Rena's cousin, Betty, said. "I've been giv- ing money to the reset- tlement program, figuring anyone who came in would get support. I believed I was giving money to help all Soviet Jewish refugees, not just some." Limited assistance from the Jewish community is only one of the problems asylees face. The first is simply receiving their sta- tus. After filing with the INS, a potential asylee can wait anywhere from two days to two years — not counting appeals — for a hearing date for his case. Meanwhile, he must com- pile a report proving that he will be persecuted if he returns to his homeland. The INS requires eyewitness af- fidavits. But, as one asylee, Boris, noted, "When an asylee was in Russia he did not and could not know about the specifics of U.S. law, which means that he doesn't have any affidavits ready with him. "To get affidavits from the Soviet Union while in the U.S. is practically impossi- ble because the affidavit has to be notarized. But to notarize an affidavit against the Soviet government is the same as reporting oneself to the KGB." At the end of one year, the asylee has three options: he may ask to stay for another year on the same status; he may return to his homeland; or he may ask to become an immigrant. U.S. law allows 10,000 asylees to become immigrants each year. The Soviet Jews who file for asylum say their re- quests of the Jewish corn- munity are few. For the most part, they are looking for general medical assistance and cash loans. "I simply felt I had no choice," said Boris of his decision to seek asylum. "What if there was a pogrom? What was I going to do? Sit and wait to get refu- gee status?" Horodoker Women Set Meeting The David-Horodoker Women's Organization will meet noon Dec. 18 at Lincoln Towers Club Room. !NEWS I IDF Okays Sniper Use Against Rioters Jerusalem (JTA) — The Israel Defense Force is now authorized to use snipers against Arab rock-throwers, according to Chief of Staff Gen. Dan Shomron. He confirmed a report in Al Hamishmar that the IDF has established units of trained sharpshooters to ambush Palestinians who throw rocks at vehicles from the roadsides or from traffic junctions in the West Bank. They are authorized to shoot with the intention of inflicting injury in the event of life-threatening rock- throwing, the newspaper said.
