Neither Palestinian nor
Syrian drug dealing is a new
phenomenon, she notes: All
PLO factions have been in-
volved since Syria overran
the Bekaa Valley and took
over its opium and hashish
fields in 1975.
Since then, the PLO re-
portedly has sold drugs to
get money for arms — to
places as far away as
Australia.
The entire Syrian drug
operation, Ms. Ehrenfeld
maintains, is being run by
Assad's brother Rifaat, vice
president and minister of the
interior, with drug income
going not to the general
Syrian budget but into a
fund earmarked for terrorist
activities such as the 1986
Berlin nightclub bombing.
"There are pictures of
Syrian soldiers unloading
trucks and helicopters," she
says. "There are documents
of how much money is being
made." To support her
arguments, Ehrenfeld also
cites a 1986 case in which
Syrian soldiers were seized
by Italian authorities off the
Sicily coast -- along with
members of a Sicilian crime
family -- with three tons of
hashish and several kilos of
heroin. In 1984, she says,
British customs agents seiz-
ed more than $12 million of
PLO hash in a single raid,
and a year later, Australian
federal police charged 35
people with moving $40
million of hashish.
Proceeds from those opera-
tions "were to purchase
assault rifles and plastic ex-
plosives" for the PLO, she
writes in the 225-page
Narco-Terrorism,.
This year, she adds, U.S.
customs officials arrested 15
Palestinians in Florida for
depositing drug money in
PLO bank accounts.
Regarding PLO-pushed
drugs inside Israel, which
are smuggled over the
Lebanese border, she says
that drug markets are grow-
ing in cities and trickling to
less populated regions — and
many segments of society,
including schools.
The drug problem,
nowhere "as bad as in the
U.S.," has been growing
slowly since the Six-Day
War, when it first started,
reports Ms. Ehrenfeld, who
has worked for the Hebrew
University of Jerusalem, Tel
Aviv University and Bar-
Ilan University.
Why would Israelis buy
drugs from Palestinians in
the first place? "Because
when someone needs drugs,
they don't care who sells it."
