Troops Worry
German Jews

Bonn (JTA) — German
Jews, ambivalent about the
newly unified Germany's
emergence as a world power,
are especially uneasy over
the possibility of Germany
sending troops to the Middle
East, even in a peacekeeping
capacity.
The issue arose with
Defense Minister Gerhard
Stoltenberg's announcement
that the army is planning a
volunteer unit to participate
in international military
missions, particularly the
deployment of U.S.-led forces
in the Persian Gulf.
A Jewish community ac-
tivist in Frankfurt, Michael
Friedmann, warned last
week that such participation
could spell trouble for Israel
and for Jews here.
Israelis, however, do not
seem to share those con-
cerns.
Mr. Friedmann said that
until recently, Iran was the
outcast of the Middle East.
Now it is Iraq, but things
change fast, he said.
Mr. Friedmann believes it
would be better for German
troops not to be involved in
the region at all. He referred
to the presently unlikely
possibility that U.N. troops
could be called to force Israel
to abide by U.N. resolutions.
Germany has been under
pressure from the United
States to participate in
international military mis-
sions such as the massive
deployment in Saudi Arabia.
German leaders have re-
sponded by noting that their
constitution implicitly for-
bids the deployment of Ger-
man troops outside the
boundaries of the NATO
states.
They also said a deploy-
ment would upset well-
established political con-
cepts about the need for
Germany to keep a low pro-
file because of its Nazi past.

Shamir Names
New Adviser

Jerusalem (JPFS) — Prime
Minister Shamir has ap-
pointed Dr. Alexander Bligh
as his adviser on Arab af-
fairs, replacing Eliezer
Tzafrir.
Mr. Bligh will work under
Economics and Planning
Minister David Magen, who
is responsible for policy on
minorities.
Mr. Bligh, 41, is a Middle
East expert who served for
the past three years as depu-
ty adviser to the prime min-
ister on Arab affairs.
