I NEWS I'm Israel Signs Two-Year Pact With Histadrut Tel Aviv (JTA) — The Israeli government has signed a wage agreement with the Histadrut labor federation that may ensure two years of labor peace in Israel. Uncertainty exists because unions representing profes- sional workers and civil ser- vants refused to sign the pact. The agreement was con- cluded Nov. 18 after months of negotiations between Histadrut's trade unions department and the Treasury. There were several serious strikes and job actions when the talks were suspended. At one point, the labor federa- tion threatened a general strike that would have paralyzed the country. The pact that was finally reached calls for a 9 percent wage hike for public sector employees, spread over the years 1991-92. The contract is dated April 30, 1990, which means workers will receive pay retroactive to that date amounting to a 30 percent one-time bonus.
