At Israel's
Expense?

f Israeli Prime Minis-
ter Yitzhak Shamir
felt slighted that he
alone among Middle East
allies was not given ad-
vance warning about
Washington's decision to
initiate talks with Iraq's
Saddam Hussein, he was
nursing his grievance
quietly.
For public consumption,
Israel was maintaining a
cautiously optimistic ap-
proach to the talks, ex-
pressing the hope that the
crisis could be resolved
without resort to war.
"We surely do not want
to be cast in an incorrect
light, as if we are pushing
the United States toward
war," said Foreign Min-
ister David Levy.
Privately, however,
there was a profound
suspicion that, despite the
vigorous denials of Vice
President Dan Quayle,
the United States was
seeking a face-saving way
out of the impasse,
perhaps at Israel's ex-
pense, through talks to be
conducted by Secretary of
State James Baker.
Such a settlement, they
fear, would leave Saddam
Hussein and his military
potential unscathed and
would link a resolution of
the Gulf crisis to what
President Bush refers to
as "the Palestine ques-
tion."
One senior aide to Mr.
Shamir said there was an
understanding in Israel
that President Bush could
not "lead his country into
a war without broad na-
tional consensus," but he
added the hope that "the
United States will not
seek to pay Baghdad off in
Israeli coin for any osten-
sible moderation it may
show."
Avi Pazner, a spokes-
man for Mr. Shamir,
pointed out that "the
main problem is not get-
ting Saddam Hussein out
of Kuwait — this is only
one of the problems."
"The bigger part of the
problem is Saddam Hus-
sein's threat to all his
neighbors — including
Israel, but not only Israel."
There is a widespread
concern in Israel that if
the talks in Baghdad
become substantive, this
could quickly be trans-
lated into a call for a com-
prehensive Middle East
peace conference. ❑
