he's still being offered the
possibility that his chemical
and biological capability will
survive the current crisis."
The results of such a solu-
tion to the Gulf crisis, Mr.
Eizenstat said, will include
an ongoing need for a strong
U.S. military presence in the
region — and a vastly
heightened risk for Israel.
Last week's decision also
shows the growing impor-
tance of American public
opinion in shaping Persian
Gulf policy.
"It was good domestic
politics," said William
Quandt, a Middle East
analyst with the Brookings
Institution. "President Bush
has successfully put an end
to the erosion of support.
And the momentum that
was developing for relying
solely on sanctions has been
put on hold. Most people will
be relieved."
Last week's announce-
ment, Mr. Quandt said, may
represent a calculated
gamble by the administra-
tion that the Iraqi leader
will not agree to the baseline
American demand — that he
withdraw entirely from
Kuwait.
But if Saddam surprises
the world and does comply
with these terms, "there will
be a tremendous number of
problems, including
Saddam's chemical and
nuclear weapons," Mr.
Quandt said. "And this will
put the Israelis in a very
difficult position. They're
very worried about a deal
that leaves the Iraqis fully
armed and dangerous."
This fear, Mr. Quandt
predicted, will encourage the
Israelis to dig in their heels
on any movement in the
Middle East peace process.
"This is the message the
Israelis are sending to us: if
you want us to be nice when
it comes to the peace process,
finish this guy off fast. The
Israelis are suggesting that
they're full of new ideas
about the peace process —
but they won't put them on
the table until the Gulf
situation is resolved."
Rep. Larry Smith (D-Fla.),
one of Israel's most
outspoken supporters on
Capitol Hill, downplayed the
significance of the planned
meeting.
"I don't think it's going to
have much of an impact on
Israel," he said. "People will
probably try to read into it
that the two leaders will be
discussing Israel. I don't see
that at all; the vice-president
was unequivocal in his
statement that there would
be no linkage."
