peal and influence. "I'm
not dogmatic. I'm more of a
consensus person," he said.
"I favor frank discussion
and hearing from all sides."
At present, relatively few
of the RCA's 1,000 mem-
bers do participate in the
decision-making, although
Rabbi Angel would venture
no estimate of how many
do.
That circumstance, ex-
plained Rabbi Louis Berns-
tein, the RCA's only two-
time past president, has
allowed a small, New York-
based RCA establishment
to control the organization.
And they will not easily
divest themselves of this
power, he added.
That makes it difficult to
ascertain just how much
change Rabbi Angel can
reasonably hope to ac-
complish during his tenure
as RCA president, par-
ticularly since he only has
two years in the post.

problem with the job is its
short term. You can't do
much with that."
Another RCA centrist
member was even more
pessimistic. "He's a
prisoner of the system,"
this rabbi said of Rabbi
Angel. "He's gotten aboard
a locomotive that is al-
ready moving. He was told
he's the engineer, but he's
really taking orders be-
cause he doesn't want to
crash."
Rabbi Angel, as might be
expected, disagreed with
that assessment. Two
years, he said, is ample
time to get the process
started, to influence future
events.
"If you look at the office
as a launching pad to get
your name in the New York
Times or The Jewish News,
then you could say I'm a
prisoner of the system," he
said.
"But our goal isn't to be
politicians. Our goal isn't
to gain power. Our goal is
to serve as spiritual
catalysts for American Or-
thodoxy and even for the
American Jewish commun-
ity at large.
"My goal is to keep the
focus straight. We are re-
ligious leaders and

therefore we have to be re-
ligious in a spiritual
sense."
Rabbi Basil Herring,
editor of the RCA Record,
the organization's bi-
monthly newsletter, noted
that no matter what Rabbi
Angel attempts while he is
in office, he is bound to be
attacked, particularly in
view of the current level of
organizational in-fighting.
"Being attacked goes
with the territory," Rabbi
Herring said.
Rabbi Angel insisted that
that does not worry him.
Stroking his short-cropped
dark beard and smiling, he
said: "I'm an 'angel.' I'm
answerable only to the
Almighty." O

Germans
Donate Money
To Yad Vashem

Bonn (JTA) — In response
to a request from the Yad
Vashem Holocaust Museum
in Jerusalem, the German
state of North Rhine-
Westphalia has donated 3
million Deutschmarks, or
nearly $2 million, to com-
memorate former Jewish in-
habitants of Germany.
The Holocaust memorial
also received contributions
from the state governments
of Bavaria, which gave
10,000 marks, or about
$6,6 0 0; and Baden
Wurtemberg, which gave
6,000 marks, about $3,900.
Some 500 German towns,
however, refused the request
for donations, citing finan-
cial difficulties as the reason
for their refusal.
In addition, another 100
German towns have failed to
respond to the written re-
quests, which were sent by
Benjamin Amon, director of
the International Associ-
ation for Yad Vashem.
Several municipalities
have made substantial con-
tributions, Amon said last
week in Dusseldorf.
Wiesbaden has given the
largest contribution so far,
with a gift of 50,000
Deutschmarks, about
$33,000. Frankfurt con-
tributed 30,000 marks,
about $19,700; and Cologne
and Dortmund each gave
6,000 marks, or about
$3,950.
Yad Vashem plans a special
commemorative plaque bear-
ing the names of Jewish
European towns and
communities.
