"Israel has pledged to only
respond to an Iraqi provoca-
tion. And such a reaction
would be swift and
devastating. Israel will
always be prepared for the
worst case scenario."
Mr. Perkins said Israel's
current role in the Gulf crisis
is "appropriate and suffi-
cient."
He said Mr. Hussein
realizes that if Iraq begins a
war with Israel, the U.S. will
rush to defend Israel. "Iraq is
not a world superpower," Mr.
Perkins said. "They know the
cost of such an attack would
outweigh any benefits."
The worst resolution of the
Gulf crisis would be one that
leaves Mr. Hussein in power
and Iraq's military arsenal
intact, Mr. Perkins said.
But, he said, if Mr. Hussein
is destroyed and instability
results, he would be concern-
ed about the safety of Israel.
"Syria or Iran might fill the
power vaccuum if Iraq is
deterred and defeated," Mr.
Perkins said.
Mr. Tanter likened the
situation between the U.S.
and Iraq in the Gulf to a
game of "chicken." He
believes the most likely out-
come will be Iraq retreating
due to the coercive pressure.
Mr. Tanter said he believes
the crisis will be resolved by
March 17. That date begins
Ramadan, the Moslem holy
month.
During a question and
answer period, Mr. Tanter
said the likelihood of a coup
attempt was "unknowable."
"If I was an insurance
salesperson, I wouldn't issue
a policy to any dictator in the
Middle East. But don't count
on Hussein falling either," he
said. ❑

Jerusalem (JPFS) —
Defense Minister Moshe
Arens met here with a group
of Palestinians last week to
discuss the possibility of
elections and an autonomy
status for the Gaza Strip,
defense sources have con-
firmed.
But the Palestinians, 17
Gaza residents, rejected Mr.
Arens's call to explore the
autonomy plan. They re-
sponded that the PLO was
their sole representative,
and that negotiations must
be held with the organiza-
tion, not with individuals.
Defense sources added that
the meeting was one of an
ongoing series of such
gatherings.
