condemning India for killing
57 people yesterday? Where
is the resolution about
Syria's killing of hundreds of
people in Lebanon? Hypoc-
risy and Israel-bashing re-
main the creed of the UN."
Mr. Hoenlein reserved
special condemnation for the
apparent rehabilitation of
Syria in the eyes of the ad-
ministration.
"I'm not saying this is the
intent of American policy,"
he said. "Secretary of State
Baker made this clear when
he visited Damascus. But
we're talking about percep-
tions. And in these cases,
perceptions are more impor-
tant than reality."
Mr. Hoenlein also
challenged the ongoing flood
of weapons to Arab nations,
weapons that did nothing to
protect Kuwait from the Ira- -
qi onslaught.
Mr. Kurtzer, representing
the official administration
view, conceded that some
earlier arms sales did not
meet their stated objectives
— but indicated that the
broad policy of supplying
advanced arms to friendly
Arab nations was still a
sound one.
"Sometimes there have
been mistakes," he said.
"Sometimes we have made
investments in arms sales to
countries which have proved
over time not to be stable.
Sometimes we have made
investments in states which
have proved that they can't
use the arms to help them-
selves. And sometimes we
have made investments in
arms sales to states that
have turned around and
used those arms against
Israel. All of that is true."
But those facts, he argued,
do not negate the underlying
reasons for the huge arms
sales.
"The policy is directed at
pursuing and defending
American interests," he
said, "and in having states
in the region be able to rely
on us as a strategic ally in
the same way that Israel can
rely on us."
When asked about secret
promises that may have
been made to Arab nations
in return for their participa-
tion in the alliance against
Saddam Hussein, Mr. Kurt-
zer's answer was oblique.
"I can't state unequivocal-
ly that no such promises
were made, because we did
in fact make a promise."
