But in the end, Mr. Hat- field's ability to deliver for Oregon residents and his vigorous, last-minute cam- paign proved unbeatable. In Kentucky, Sen. Mitch McConnell won a second term by a 53-47 percent margin after a tough race against Harvey Sloane. Mr. McConnell has won high marks from pro-Israel ac- tivists; the pro-Israel PACs turned out in force to sup- port his uphill battle for re- election, and on Tuesday, he was able to overcome the fact that registered Democrats outnumber Republicans by almost 5 to 2 in Kentucky. Another pro-Israel incum- bent faced only minimal op- position. Sen. Joseph R. Biden Jr. (D-Del.) who has been in the Senate since 1972, easily outdistanced his GOP opponent, Jane Brady. In one of the most dra- matic races in recent memory, Sen. Jesse Helms (R-N.C.), long the nemesis of Jewish multi- issue groups, beat Harvey Gantt, a black Democrat who waged an effective, energetic cam- paign. The race proved to be a controversial one within the Jewish community. For years, Mr. Helms was a major roadblock in the Senate for pro-Israel ac- tivists. After a trip to Israel and some insistent lobbying by conservative pro-Israel ac- tivists, Mr. Helms became an outspoken defender of the strategic relationship bet- we en Washington and Jerusalem, and one of the leading critics of the Palestine Liberation Organ- ization.
