A slicker public relations
program, Ms. Ozick argued,
is unlikely to effectively
counter the biases of the
American press.
"I don't think the impor-
tance of public relations on
Israel's side can overcome
the disinformation of a
hostile world media," she
said. "The media has ac-
cepted the "big lie'; when the
intentions of 5000 Arabs 40
feet above a group of Jews
who are praying is to kill
and to maim, the big lie is to
reverse it — to say it's the
fault of the Jews. That is
what we have seen in the
past few weeks."
Israel, like her Arab
neighbors, could purchase
better public relations ser-
vices, Ms. Ozick said. But
given their other priorities,
professional PR services
may be a luxury the Israelis
cannot afford.
"And maybe they
shouldn't do it," she said.
"All that Israel is required
to do is to speak the truth
and remain strong and to
fight when necessary. What
more can you do?"
Menachem Meron, a
former deputy director of the
Israeli ministry of defense
and defense attache in
Washington, agreed that
public relations may be an
unaffordable luxury for
Israel.
"When your roof is on fire,
you don't pay much atten-
tion to how your living room
looks," Mr. Meron said.
"There are very different
perceptions about what is
vital. It's not that Israelis
are unaware of public opi-
nion, or that they disregard
it. But in many cases, there
are other things of more im-
portance."
Still, Mr. Meron suggested
that more effective public re-
lations might give Israel a
badly needed boost in this
country. "There are cases
when we could have the
same goals reached with
better public relations," he
said. "Sometimes you can
say 'no' with a smile on your
face. Often we don't realize
that. But in many other
cases, it doesn't make any
difference."
