resolution was a two-edged
sword, for while the United
States sought to wink at its

ious not to deflect attention
away from crisis in the Gulf
and not to create linkage
between the Arab-Israeli
dispute and the Iraqi ag-
gression.
It was a quandary the
Israelis were quick to spot
and at which Mr. Netanyahu
made a verbal lunge:
"Certainly the Gulf crisis
unmasked a number of
truths that were not ap-
parent before," he said.
"What is the source of the
conflict in the Middle East?
Is it Israel? Does Israel have

crisis? Of course not.
"The issue here is the
underlying absence of
democracy, the presence of
intolerance, religious fun-
damentalism and the ap-
petite of terrorists and dic-
tators to achieve their aims
through the use of force.
That is what has to be
resisted.
"The first step that must
be addressed after the dust
settles is to demand from the
Arab states that they end
the state of war against
Israel. That has been the
source of the Arab-Israeli
conflict for the last 42
years."
The problem for the Bush
administration, which is
perceived in Israel as being
more hostile than any U.S.
administration since the
founding of the Jewish state,
is how to get the genie back
into the bottle. At long last,
the UN has scented Israeli
blood in the water, par-
ticularly over Jerusalem,
and the sharks are beginn-
ing to gather.
By failing to kill the
Security Council resolution
with its customary veto, the
United States, say Israeli of-
ficials, has contributed in no
small measure to raising Pa-
lestinian expectations and
causing passions to overflow.
