lthough Jews should
mourn the deaths of
more than 20 Arabs
who died in a confrontation
with Israeli security forces
two weeks ago, Rabbi Harold
Loss said, Israel's latest
challenge is to make sure
the Arab-Israeli conflict is
not equated with Iraqi Pres-
ident Saddam Hussein's ac-
tions.
"It was the most incredible
trap," said Temple Israel's
Rabbi Loss, referring to the
riot on the Temple Mount in
Jerusalem which began
after Arabs threw stones at
Jewish worshipers at the
Western Wall.
"The tragedy is that peo-
ple died. We do have to weep
for those who. died," Rabbi
Loss said at an ,Oct. 18
Midrasha Lunch and Learn.
In retrospect, Israeli offi-
cials should have had more
security in the area and
should have been more
prepared for the confronta-
tion, he said. But since the
crisis wasn't prevented,
Israelis must face the conse-
quences.
"What is really important
is to never let anyone equate
Israel with the situation in
Iraq. Iraq's attack on
Kuwait has no parallels to
Israel's survival or place in
the West Bank," Rabbi Loss
said. "We as Jews have a
responsibility to remind the
world."
But most people, including
Jews, don't have the
historical background need-
ed to fight Palestinian pro-
paganda attacks, Rabbi Loss
said.
At one time, Britain con-
trolled a huge area called
Palestine. In the 1920s,
Britain divided the land into
two pieces along the Jordan
River, one called Trans-
Jordan and other remained
Palestine, Rabbi Loss said.
Then in the late 1940s, the
United Nations created
Israel out of Palestine. Many
Palestinians left the state in
part because Arab nations
said eventually Jews will be
defeated and they could
reclaim their homes.
So out of Israel's creation
came two refugee problems,
the 800,000 Jewish refugees
from the Middle East coming
into the country and the
600,000 Palestinians who
left for new homes in Arab
lands.

While the Middle Eastern
Jews were being absorbed
into the Israeli population,
the Palestinian refugees
were "kept in camps as polit-
ical tools. We must re-
member these people were
also victimized," Rabbi Loss
said. The camps were hor-
rendous places and became a
breeding ground of hatred
against Israel.
But, while the Arabs own-
ed the West Bank and Gaza
Strip for 19 years, they
never used the land for a Pa-
lestinian state, he said.
"Then there's the concept
of limited liability in war,"
he said. "The Arab concept
is to go ahead and attack. If I
win, you're dead. If I lose, I
want to negotiate back to the
position I was before. This is
not original with me. But it

is important to keep in mind.
It's a no-win solution. Israel
can only afford to lose one
war. Arabs can continue to
lose."
In 1967, Arabs attacked
Israel, but Israel gained con-
trol over east Jerusalem, the
West Bank and the Gaza
Strip.
"Israel doesn't want to
control it," he said. "Israel
has to make concessions and
I believe Israel will make
concessions."
While Israel gained the
West Bank and Gaza Strip
in a war the Arabs began, it
is to Hussein's advantage to
make parallels between his
takeover of Kuwait with the
Israeli occupation, Rabbi
Loss said.
After the Iraqi attack,
Israel tried to ease tensions
by saying nothing while
American officials were try-
ing to put together a coali-
tion of Arab governments,
Rabbi Loss said.
"Israel had zero to do with
the United States going into
Saudi Arabia. American
troops came at the invitation
of Kuwait and Saudi Arabia
to protect Saudi Arabia from
a feared invasion," he said.
"It was part of a multi-
national force to not allow
naked Hilterian aggression
to be rewarded."
