sein just prior to the Iraqi
invasion of Kuwait.
With the euphoria of the
decisive American action to
protect Kuwait wearing
thin, there is a growing
sense in Congress that ad-
ministration policies may
have been partially to blame
for Saddam Hussein's ac-
tions — and that U.S. policy
since the invasion has been
an erratic patchwork, at
best.
The Saudi arms package,
with its everything-but-the-
kitchen-sink approach to
Saudi needs, reinforced that
impression in the minds of
some congressional leaders,
and generated an instan-
taneous reaction against the
proposal that shocked ad-
ministration officials.
The final element in this
puzzle is the Israelis, who
seem to be walking a very
fine line in the debate over
new weapons for Saudi
Arabia.
On one hand, the Israelis
want to create the impres-
sion that the flood of new
weapons into the region
directly threatens their
security by altering the bal-
ance of military power in the
region.
At the same time, the
Israelis are conveying the
impression that they are
more interested in new aid
and more weapons for their
own forces than in stopping
the new Saudi arms sale — a
position that has irritated
some Jewish activists in
Washington.
Officially, congressional
and administration officials
are sympathetic to Israel's
calls for new aid. But in off-
the-record interviews, sev-
eral stanchly pro-Israel legis-
lators indicated that the
administration would be
hard pressed to find the
money for new aid in a
budget that was already in a
state of extremis before the
- expensive deployment of
U.S. troops to Saudi Arabia.
From the Israeli point of
view, quiet acquiescence
with the Saudi arms sale is a
way of adding credibility to
their requests for new assis-
tance.
But they have to express
this acquiescence with care,
to avoid incensing Jewish
activists here who see mas-
sive arms sales more in a po-
litical than a strategic con-
