and economic pressures to
compel Jerusalem to adopt
policies dictated by the U.S.,
but rejected by Israel as being
contrary to its own best
interests.
7. Water. The experts agree
that the growing shortage of
water to meet the country's
normal requirements is
reaching catastrophic propor-
tions. Plans to save water are
no longer sufficient; somehow,
new sources will have to be
found.

Israelis must
confront pressures
from the outside
and within. They
range from Middle
East peace to a
severe water
shortage.

8. The health system.
Strikes by physicians and
nurses, and the general
deterioration of the medical
administration system serve
as a warning that a complete
overhaul and reorganization
of the system are urgently
required.
9. Highway accidents.
Every year, the death toll con-
tinues to rise. Safety cam-
paigns have been of little ef-
fect in reducing the carnage,
and it is clear that some
drastic, revolutionary action
will be required if we are to
stop killing ourselves on the
roads.
10. Religious-secular con-
frontation. Prolonged periods
of peace on this front are too
often followed by outbreaks of
mutual intolerance. No one
has come up with any solu-
tion that has a reasonable
degree of success in preven-
ting fierce confrontations.
11. World public opinion.
What had begun as criticism
of Israel has developed into
outright hostility on the part
of many states which had
heretofore been friendly,
especially in Europe. Israel's
determination to preserve its
security is costing it the sup-
port of friends.
12. Yerida. The sum total of
the tensions, problems, wor-
ries and constraints which
result from all these pro-
blems, continue to eat away
at the confidence of Israelis,
many of whom still pack their
bags and leave the country for
destinations overseas. Anti-
yerida campaigns won't help.
The solution must be sought
on the broader national
scene. ❑
